Bylaws and Creating Ordinance for the Human Rights and Relations Commission
Enrolled Ordinance No. 1848, created the Human Rights and Relations Commission adopted on April 2, 2024.
Resolution 2024-32, Established the Bylaws for the Human Rights and Relations Commission adopted on April 2, 2024.
Meeting Date, Time and Location
Meetings will be held quarterly on the 2nd Wednesday of the month at 5:30 pm in Council Chambers.

Purpose
2.70.040-- Purpose, Mission and Responsibilities – Generally.
The Commission shall act as an advisory body to City Council.
It shall be the purpose of the Commission to uphold Wyoming’s Constitutional declaration that “all members of the human race are equal” by working to defend the dignity and worth of all people and promoting inclusion, equity and mutual respect among community members. To effect this mission, the Commission may:
- Serve as a public forum for achieving greater understanding and cultural awareness in the community.
- Recommend or offer programs, activities or special events, recognitions, and other educational information.
- Advise on policies and strategies for making municipal government services, programs, and systems accessible to and inclusive of all residents.
- Provide city officials and residents with information concerning changing societal conditions.
- Cooperate with other agencies or organizations, both public and private, whose purposes are consistent with those of the Wyoming Constitution and Laramie Municipal Code.
- File an annual report with the City Clerk of the activities undertaken by the Commission.
Membership
Consist of seven (7) members appointed by the City Council, who shall be broadly representative of the diverse demographics of the community. City Council shall also appoint one Council member and the City Manager as non-voting liaisons to the Commission.

2.70.020– Terms of Office and Appointment
(a) The terms of office for members of the Commission shall be 3 years, except that the original members shall be appointed for staggered terms: 2 for 1 year; 2 for 2 years; 2 for 3 years; and 1 youth member, not more than twenty-five years of age, for 2 years. The term shall commence on the date of appointment.
(b) Commission members shall reside within the City of Laramie.
(c) All members shall serve until their successors have been appointed. Vacancies to fill an unexpired term, or for any other cause, shall be filled by appointment of the City Council.
(c) The City Council shall have the power to remove any Commission member whenever it decides removal would be in the best interests of the City and shall fill vacancies created by resignation, death or removal of any member.
(d) Commission members shall serve without compensation.
