City of Laramie Parks & Recreation Master Plan - Adopted 2016

Overview

The City of Laramie has developed a Parks and Recreation Master Plan in order to implement and achieve the desired long range vision of the community. Additionally, the passage of the plan demonstrates the commitment of the Laramie community to the goals, ideas, and benefits of the Parks and Recreation Master Plan.

On February 22, 2016 the Laramie Planning Commission approved and adopted the City of Laramie Parks & Recreation Master Plan. On March 1, 2016 the City of Laramie, City Council certified the Planning Commission approval of the City of Laramie Parks & Recreation Master Plan.

Chapters 1 & 2 - Includes the City of Laramie City Council, Planning Commission and Advisory Board Resolutions supporting the approval and adoption of the plan, the Table of Contents, the Executive Summary, Chapter 1 - Introduction and Chapter 2 - Planning Principles.

Chapters 3 & 4 - Includes Chapter 3 - Community Profile and Chapter 4 - Classifications, Standards & Services.

Chapter 5a - State of Parks & Recreation: Service Areas 1 through 12.

Following Adoption of the City of Laramie Parks and Recreation Master Plan the City requested Concurrence from the Albany County Planning and Zoning Commission and the Albany County Commissioners.

At the July 13, 2016 regular meeting the Albany County Planning and Zoning Commission made the following Motion:

Moved to recommend non-concurrence with the City of Laramie Parks and Recreation Master Plan. The motion passed on a vote of 4 in favor of non-concurrence and 1 vote against the motion.

At the August 2, 2016 regular meeting the Albany County Commissioners made the following Motion:

Moved to recommend concurrence with the City of Laramie Parks and Recreation Master Plan, subject to the removal of the Service Areas 14, 20, 23, 24 & 25 which are exclusively outside the city boundaries.

History

The Parks, Trails and Recreation Master Plan Ad Hoc Advisory Committee was created by City Council Resolution 2011-25. The Committee was tasked with developing a long-range Parks, Trails, Recreation and Open Space Master Plan for the City and all city owned property.

The nine member citizen Master Plan Committee was comprised of representatives from the following stakeholder groups:

  • Parks, Tree and Recreation Advisory Board
  • Ad Hoc Ranch Advisory Committee
  • Laramie Planning Commission
  • Laramie Bicycling Network
  • Four at large citizen/community members
